EU legislation, consolidated texts and Court of Justice case law come from the Publications Office, and anyone may reuse them under Commission Decision 2011/833/EU. We claim nothing over them. The compilation is ours. Which documents were selected. Whether each one was checked for retrievable text. The citation graph, with 2,901,155 references anchored to character positions in the source. The declared gaps. The coverage measurements and their dates. Under Directive 96/9/EC that work carries a database right for fifteen years. 2. WHAT YOU MAY DO Evaluate this corpus. Run research on it. Teach with it. Test it against whatever you are building. No fee, no registration, no need to ask. Findings may be published without our approval, whatever they show. So does redistributing it. So does building a paid product or service on top of it. The line runs around the compilation, not around the law. Every number on the coverage page carries the date it was measured, and the law kept moving after that date while this file did not. 95,544 documents here carry metadata only (identifier, title, date, link), because the Publications Office serves no retrievable text for them. Consolidated texts drop the recitals. A preamble appears in 96.4% of original acts and in 15.2% of consolidated ones. If you are citing a recital, go to the original act.
